TORONTO, August 4, 2026 – Canada’s permanent residence pathway for Hong Kong residents, often described by many Hong Kongers as a “lifeboat” program, has entered its final month. Immigration, Refugees and Citizenship Canada clearly states that the temporary public policy will remain open until August 31. Eligible applicants who have not yet applied must submit a complete application through the permanent residence application portal before the deadline.
The policy was introduced in 2021 and provides two in-Canada permanent residence pathways for people who hold a Hong Kong Special Administrative Region passport, or who were born, naturalized or registered in Hong Kong and hold a British National (Overseas) passport. Eligible family members can also apply together.
The two permanent residence categories that remain open are Stream A and Stream B. Applicants may choose only one pathway and cannot apply under both streams at the same time.
Stream A is mainly for graduates in Canada. Applicants must have completed an eligible program at a designated learning institution in Canada within the three years before submitting their application. This may include a general diploma program of at least two years, a university degree, or certain graduate diplomas or certificate programs of at least one year. At least half of the program must have been completed while the applicant was physically in Canada.
Stream B is for applicants with Canadian work experience. Applicants must have completed at least 1,560 hours of lawful paid work in Canada within the three years before applying, and must have held a Canadian work permit for at least one year. Work performed during full-time studies, self-employment, work outside Canada, leave periods and unemployment time cannot be counted.
Applicants under both streams must be physically in Canada when they apply and when they become permanent residents. They must have valid temporary resident status, intend to live outside Quebec, and meet language requirements by taking an approved English or French test and achieving at least CLB or NCLC level 5 in listening, speaking, reading and writing.
August 31 is the application submission deadline, not the date by which permanent residence must be approved. As long as applicants submit a complete application before the pathway closes, their files will continue to be processed under the normal procedure.
However, simply creating a permanent residence portal account, starting the forms or booking a language test does not mean an application has been submitted. IRCC requires applicants to complete electronic forms, upload supporting documents, pay the required fees and formally submit the application. Incomplete applications may be returned. If that happens after August 31, the applicant may lose the chance to reapply through this policy.
Residents who are still preparing should carefully check their passport, Canadian status documents, language test results, proof of graduation or proof of work experience. Stream B applicants usually need to provide documents such as employer letters, pay stubs, T4 slips and notices of assessment to prove work hours and lawful employment.
The special open work permit application pathway for recent Hong Kong graduates has already closed. However, applicants and eligible family members who have already submitted a permanent residence application under Stream A or Stream B and whose status may expire while they are waiting for a decision may still qualify for another open work permit valid for up to three years. Eligibility depends on each person’s current status and application situation, and is not automatically granted simply because a permanent residence application has been submitted.
As August 31 approaches, applicants should not leave language results, employer letters or replacement documents until the final few days. Anyone with questions about education programs, work hours or status eligibility should check the latest IRCC requirements as early as possible to avoid missing the final application window because of outdated information.（LJI by Yuanyuan）
