TORONTO, September 2, 2026 – Renters in Mississauga who receive an N13 notice from their landlord for major renovations now have one more thing to check: whether the landlord has applied for a renovation licence from the City.

Mississauga’s new Rental Repairs and Renovations Licensing By-law came into effect on September 1. After issuing an N13 notice, landlords must apply for a Rental Repairs and Renovations Licence within seven days and prove that the work genuinely requires the tenant to move out. They must also obtain the required building permit.
The related work cannot begin until both the building permit and the City renovation licence are in place.
An N13 is also not a direct “eviction decision” made by the landlord. If a tenant disagrees with the notice, the matter can still go through the Landlord and Tenant Board process. Whether the legal conditions for eviction are met is ultimately handled by the LTB.
The new rules also include moving assistance. Eligible tenants who temporarily move out may receive $1,000 in moving support if the original unit is 750 square feet or smaller. For units larger than 750 square feet, the support increases to $1,500.
If a tenant is only staying elsewhere during the renovation and plans to move back into the original unit afterward, temporary housing rent-gap support may also apply. Tenants who want to return after the renovation must tell the landlord in writing in advance.
After construction begins, landlords must also provide tenants with project updates. If the completion date changes, tenants must be informed.
The new municipal rules do not cancel Ontario’s existing N13 system, and they do not mean landlords can never require tenants to move out for renovations. The City is responsible for the new licensing requirement and related enforcement. Questions about whether an N13 itself is legal, or whether a tenancy should be terminated, remain under the jurisdiction of the LTB.
Tenants who recently received an N13 should keep the notice and written records of communication with the landlord. They can also check whether the renovation has received the licence required by the City.(LJI by Yuanyuan)
